Both links are created by staff. The manufacturer link is what lets you see a catalogue; the seller link is what lets you ask that seller to supply a list.
Without a manufacturer link you have nothing to build from

Give it a title families will recognise — a class and a year works well — and a short description for the sellers you will ask.

Open a manufacturer catalogue and add what you need, setting a quantity per title. Search by title or reference code if the catalogue is large. There is no pricing at this stage at all.
On submitting you pick which of your linked sellers to invite. You can ask more than one — each builds their own version at their own price, and families choose.
A list nobody has been asked to sell cannot become a bundle
Sellers
Each seller answers independently. One declining does not take the list away from the others. A seller who declines can be asked again later.
Anything they do not already stock they must buy from the manufacturer first. This is the slow part — it involves a purchase order and a payment confirmation per title.
Schools
Once staff approve a seller’s bundle it goes live on your school page, where families can buy it as one purchase.
A seller can be removed from a list while they are still deciding or sourcing. Once they have produced a bundle from it, the invitation can no longer be withdrawn.
This is checked per title, not per list, so a list can legitimately span several manufacturers — as long as you are linked to each of them.
